Col gave some good advice.
If Dreamweaver’s too tough, you can try Contribute, which is about as user friendly as MSWord.
If you want to do more than the basics, you’re going to have to learn some programming languages thought. HTML is a must learn, JavaScript is a very nice language that would allow some interaction, animation, and greater control.
Good sites to learn:
http://www.echoecho.com : good basic tutorials and reference
http://www.pageresource.com : very user friendly / usable tutorials
http://www.w3schools.com : more technical, but the best reference page out there.
Good luck

Any text editor can be used for designing a web page – Dreamweaver just makes doing what you already know how to do easier.
Start reading tutorials on the web – you’ll need at least HTML and css. Those will give you a static page – it won’t do anything, it’ll just be there. If you want it to react to the user, you’ll need javascript and, if you want to do things on the server, you’ll need php (and SQL if you want to use the database). (This is assuming that you chose Linux hosting.)
Read http://www.motive.co.nz/glossary/client-server.php to get an idea of the difference between code running on the server and code running on the client.
