I used Brinkster that has free domain name with limit of 25mb size and you can use there GUI setup or the HTML way. Yahoo also has a free domain if you have an account setup with them. Dreamweaver is not for beginners but takes time to learn.

Dreamweaver is the best! You can switch between code and design(visual) view, or have both in a split view. It's a good way to learn all of the HTML features as well as CSS! An Auto-complete feature makes it ideal for beginners and professionals looking for rapid development.
