HTML at first, use notepad to begin with.
http://www.pagetutor.com/html_tutor/index.html is a good place to start.
http://www.w3schools.com/ is another good reference.
I know HTML is a bit redundant with XHTML & CSS replacing it but it is worth knowing. As i just mentioned CSS (cascading style sheets), XML
A client scripting language like Javascript.
A Server side scripting Language like PHP or PERL.
Set yourself up a LAMP or WAMP server.
http://textpattern.net/wiki/index.php?title=Using_XAMPP_(Apache-MySQL-PHP-Perl)_for_Windows
for wamp.
And learn how to configure APACHE, MYSQL and use PHP or PERL.
There are loads of tutorials out there.
Seems a lot but once you get going you will get to grips with it.
Also lots of e-books on bittorrent sites.
Should be a bit there to get going. Also worth noting the best sites are the ones with the best content and eay to navigate, not full of flash type gimmicks.

I would rather say you should learn at least html programming first, then flash, then adobe photoshop or any graphic editor program. You need html for basic web design and layout and the other 2, flash and adobe is to enhance the graphic and stuff

If you want to be a master, you need to know the basics first:
HTML, CSS, JavaScript
You also need to know advanced languages like:
PHP, MySQL, XML, Ajax, Ruby, RSS, CFM, Flash
For graphics you would probably want Adobe Photoshop. Or Macromedia Fireworks.

You need first to know plain HTML tags, like using notepad to design your web page, then more advance stuff like ISP- Internet sever programing or PHP. Then you will be able to do it but not be a master, you will need lots of creativity and practice good luck.

Ultimately, it depends on what route you want to go. Start with HTML and CSS. Then move to Javascript and/or PHP. If you want to do graphic design (which you probably should) learn Photoshop.
You will also want to check out your local university/community college…at least if you’re trying to make this a profession. At some point, you’re going to need hands-on guidance. You can’t always do it all yourself.
