You can go with Godaddy.com or I htink that yahoo also sell domain names now. As for design and set up, it’s best to find some sort of content management system that is already packaged. YOu would have select one and then learn either php or asp or jsp and a database like MYSQL to st it up.. you should look up "open source content management system" and hopefully find one that doesn’t require databases.

yes frontpage is a great tool for building websites – they look better than the junk wysiwyg editors provided by some hosts. I own a few websites- and I have ran across a few problems with different hosts when u use frontpage- many of them are not upgraded enough to use any frontpage versions beyond 2002- I still use 2000-, myself.
shop hosting services too there are great deals out there- also search the different domain registrars because some charge way more than others. I bought most of my domains for around 5 bucks/ year and I also got some free ones by shopping around and trying different offers.
These days PHP is becoming the way to go for basic info sites, with portals and things, but I am still old fashioned and I dont think you can be as creative with PHP sites- but for just info stuff, PHP is really easy
